Abstract

【Objective】To facilitate the implementation of the cultural digitalization strategy, this study explores the construction practices of digital cultural projects in Chongqing under the background of the national cultural digitalization strategy. 【Methods】Based on local policy support in Chongqing and with China Broadcasting Network Chongqing Corporation as the main entity, this research investigates aspects such as the construction of big data for cultural industries and digital cultural applications, analyzing its infrastructure construction and application achievements. 【Results】Chongqing has achieved remarkable progress in the infrastructure construction of big data for cultural industries, establishing the "One Cloud, One Network, One Platform" framework; it has successfully developed multiple digital cultural applications such as "High-Quality Cultural Life," "Light and Shadow Chongqing," and "Chongqing Cloud Museum," promoting the integrated development of culture and tourism. 【Conclusion】Chongqing's digital cultural project construction provides valuable experience for the implementation of the cultural digitalization strategy; future efforts should further strengthen technological innovation and application promotion, promote deep integration of culture and technology, and drive high-quality development of the cultural industry.

Construction Practice of China Broadcasting Chongqing Digital Culture Projects

Abstract

To facilitate the implementation of the cultural digitization strategy, this paper examines the construction practices of digital culture projects in Chongqing within the framework of the national cultural digitization strategy. Based on local policy support in Chongqing and taking China Broadcasting Chongqing Corporation as the main entity, this study investigates the development of cultural industry big data infrastructure and digital cultural applications, analyzing both infrastructure construction and application outcomes. The results demonstrate that Chongqing has achieved remarkable progress in building cultural industry big data infrastructure, establishing the "One Cloud, One Network, One Platform" architecture, and successfully developing multiple digital cultural applications such as "High-Quality Cultural Life," "Light and Shadow Chongqing," and "Chongqing Cloud Museum," thereby promoting integrated development of culture and tourism. The digital culture project construction in Chongqing provides valuable experience for implementing the cultural digitization strategy. Future efforts should further strengthen technological innovation and application promotion, deepen the integration of culture and technology, and drive high-quality development of the cultural industry.

With the rapid development of information technology, cultural digitization has become a major global trend in the cultural industry. In 2022, the General Office of the Communist Party of China Central Committee and the State Council issued the "Opinions on Promoting the Implementation of the National Cultural Digitization Strategy," which proposes exploring effective pathways for digital transformation and upgrading [1], elevating cultural digitization to a national strategic level and outlining eight major tasks and safeguard measures. Among them, three tasks—"strengthening cultural digitization infrastructure," "building cultural data service platforms," and "developing new scenarios for digital cultural consumption"—are closely related to radio and television, providing broad space for radio and television network companies to participate in cultural digitization construction.

1. Infrastructure for Cultural Industry Big Data Construction

As the main entity for the national cultural private network and national cultural big data system construction, China Broadcasting Chongqing Corporation has fully implemented the strategic deployment of the Party Central Committee on promoting national cultural digitization. Following the requirements of the National Radio and Television Administration, the corporation has comprehensively launched the construction of the national cultural private network [2], thoroughly reviewed its existing infrastructure, and planned the upgrade path for "One Cloud, One Network, One Platform" on this basis. This systematically advances the construction of the digital foundation, providing network carrying capacity and computing power infrastructure to support the digital transformation and development of cultural institutions.

1.1 "One Cloud"

Building upon existing computing power, the corporation constructed the China Broadcasting (Chongqing) Data Center and actively leveraged it to create the "One Cloud"—a computing warehouse for the Chongqing center of the national cultural big data system—establishing advanced cultural computing service capabilities. Officially launched on April 26, 2023, the China Broadcasting (Chongqing) Data Center has a total floor area of 20,203.44 square meters, built to National Class A and international T3+ standards, with a designed capacity of 1,500 racks, essentially meeting the computing power demands of cultural digitization and the interconnectivity requirements of the consumption side. It has currently been integrated into the Chongqing cluster of the Chengdu-Chongqing national computing hub.

Additionally, the corporation's cloud service platform, initiated in 2016 and developed through three phases, has now established 67 high-performance computing service nodes, capable of delivering approximately 2,000 cloud hosts externally. The platform offers functions including cloud storage, cloud networking, elastic scaling, load balancing, security groups, elastic IP, image services, and backup services, satisfying the requirements of most application scenarios. In early 2021, the corporation comprehensively upgraded its cloud security platform, deploying next-generation firewalls and intra-cloud security software, thereby establishing a three-dimensional security protection capability for its cloud platform in both "north-south" and "east-west" directions.

1.2 "One Network"

Through years of network upgrading and transformation, the corporation now possesses integrated network access capabilities combining wired and wireless (Broadcasting 5G) connections. In terms of fixed networks, it has built a fully-connected backbone network architecture covering 40 district-level counties in Chongqing, including municipal backbone optical cables, IP bearer networks, OTN transmission networks, 40 regional central machine rooms, and over 400 township machine rooms. The coverage of municipal backbone optical cables and OTN transmission systems across all administrative districts and counties in the city has reached 100%. Districts have established 10/40G PTN metropolitan area ring networks, and access networks have covered the entire Chongqing region, basically forming a "two centers, one hub" layout with the China Broadcasting (Chongqing) Data Center and Fuling IDC machine room as the two data centers and the Broadcasting Building as the transmission hub. Regarding wireless networks, the China Broadcasting 5G core network Chongqing node has been put into operation with inter-network interconnectivity capabilities. In accordance with the co-construction and sharing agreement signed between China Broadcasting and China Mobile, the corporation actively coordinated with Chongqing Mobile to fully deploy 5G base stations, achieving continuous wireless network coverage across the city.

In June 2023, the China Broadcasting IP Backbone Network (CBNET) Chongqing node was officially launched, featuring network bandwidth capabilities of 200G access to CBNET and 10G access to the national "Cultural Private Network." The corporation will fully leverage CBNET—a secure and reliable national IP backbone network—to actively advance national cultural digitization construction.

1.3 "One Platform"

In 2021, under the guidance of the Chongqing Municipal Party Committee's Propaganda Department, the corporation invited the National Radio and Television Administration's Planning and Design Institute to develop and validate the construction plan for the cultural data service platform. In 2023, the first batch of national cultural big data identification bases was established in Yongchuan, Chongqing. The corporation proactively engaged in related construction work and has successively connected dedicated lines. Furthermore, in April 2024, China Broadcasting Corporation initiated the project planning for the national cultural big data service platform. The corporation immediately reported and communicated, resulting in Chongqing being included as one of the seven regional central platforms for planning.

2. Development of Digital Cultural Applications

On April 25, 2023, Chongqing convened the Digital Chongqing Construction Conference, proposing to focus on the goals of "forming key capabilities in one year, basic capabilities in three years, and systematic capabilities in five years," accelerating the construction of the "1361" overall framework, developing a batch of major applications with Chongqing characteristics and national influence, and creating a municipal model leading the new era of digital civilization [3]. The corporation closely followed the integrated construction requirements of "cultural digitization" and "digital culture" in Digital Chongqing. Adhering to the work approach of "comprehensive layout, focusing on advantages, individual breakthroughs, and driving large scenarios through small entry points," it identified "blade projects" in advantageous areas and successfully created multiple municipal-level digital cultural applications. Simultaneously, the corporation comprehensively reviewed its existing project portfolio and promoted the renewal and upgrading of multiple projects.

2.1 High-Quality Cultural Life

The "High-Quality Cultural Life" comprehensive scenario application, led by the Chongqing Municipal Culture and Tourism Commission and implemented by the corporation, focuses on building a high-level public cultural service system as a major digital cultural application in Chongqing. The application was successfully selected as one of the ten major landmark achievements in the first anniversary of Digital Chongqing construction.

Functional services: Centering on "cultural facilities, talent, and services," it provides full-coverage access to cultural venues and institutions across the city, comprehensively collects data resources on cultural service activities, and forms a "unified public cultural resource service and data capability base for the entire city." Taking the construction of an "integrated public cultural digital service platform" as the entry point, it creates ten scenario-based public welfare services including "Visiting Venues," "Enjoying Reading," and "Learning Talents," building a "15-minute quality cultural circle." Supported by a "city-wide public cultural supervision digital brain," it connects four levels of cultural institutions—municipal, district/county, township, and village/community—constructing a core indicator system for public cultural development and improving the balanced allocation mechanism for public cultural resources (see Figure 1).

2.2 Light and Shadow Chongqing

The "Light and Shadow Chongqing" digital application, led by the Chongqing Municipal Party Committee's Propaganda Department (Chongqing Film Bureau) and jointly implemented by the Chongqing Municipal Radio and Television Bureau and the corporation, focuses on comprehensive online services for the film and television industry. It reshapes the entire digital workflow of film and television creation, production, screening, and public welfare as a major municipal digital cultural application. The application won the national first prize in the 5G Messaging and New Calling category at the 7th "Blooming Cup" 5G Application Competition.

Functional services: It aggregates filming resources across the city, providing convenient services such as cloud-based VR location scouting, online film production assistance, film base reservations, and extras recruitment, creating the nation's first territory-wide "one-stop film shooting service platform." Empowered by new technologies such as AI and 5G messaging, it enables one-click processing of film, TV drama, and micro-short drama filing and review procedures, improving the efficiency of digital management services for film and television creation. It curates public welfare film selections, enabling functions such as online ordering by citizens, real-time task dispatching, and one-code evaluation for movie viewing, enhancing convenience for audiences. It monitors real-time data on film screening markets, analyzes market trends and demands, manages screening content supply, and improves cinema management efficiency.

2.3 Chongqing Cloud Museum

The Palace Museum and Shanghai Museum have enabled audiences to virtually tour the Palace Museum from home through initiatives such as "Digital Museum" and "Digital Treasure Gallery," playing an important role in combining online display with offline experience [4]. The "Chongqing Cloud Museum" cultural digital service platform, led by the Chongqing Municipal Culture and Tourism Commission and constructed by the corporation, has received multiple awards including the "2023 Smart Broadcasting and Television Network New Service" from the National Radio and Television Administration, the third prize in the Chongqing region at the 6th "Blooming Cup" 5G Application Competition, and the "2024 Excellent Case of New Digital Services" from the Ministry of Industry and Information Technology.

Functional services: First, it comprehensively integrates online and offline digital cultural resources from museum institutions across Chongqing, combining set-top box large screens with mobile phone small screens to cover all age groups, serving three ends: government, cultural institutions, and the public. Second, with an innovative approach of "museum clustering + individual museum specialization," it constructs core scenarios including "3D Viewing of Cultural Relics," "VR Exhibition Viewing," "Cloud Cultural Observation," "Social Education and Research," and "Cultural Creative Product Purchase." Third, it provides five services for small and medium-sized museums: digital protection and utilization of cultural relics, digital exhibition and display, data management, cultural and social education research, and content production and operation.

2.4 Yong Shanshui·Metaverse

In May 2022, the General Office of the Communist Party of China Central Committee and the State Council issued the "Opinions on Promoting the Implementation of the National Cultural Digitization Strategy," proposing to develop new scenarios for digital cultural consumption. Meanwhile, local governments are actively exploring metaverse application scenarios to promote the virtualization, immersion, and digitization of business formats [5]. The "Yong Shanshui·Metaverse" immersive light and shadow art exhibition, created in collaboration with Chongqing Boxiang Cultural Tourism Group in Wulong District, Chongqing, represents the first metaverse immersive light and shadow art experience venue and constitutes a bold practice of cross-disciplinary integration between culture and technology.

Functional services: Employing digital imaging and digital projection methods, it conducts digital collection, production, rendering, and scenario-based presentation of Wulong Karst's unique natural landscapes and cultural history. It breaks away from the traditional aggregated on-demand business model, achieving integrated coexistence of "large screen," "small screen," and "projected screen," and explores a one-stop service model encompassing "creative design + equipment integration + digital content production and debugging + exhibition presentation + media promotion + after-sales service."

2.5 Cloud Tour Chongqing

The "Cloud Tour Chongqing" slow live streaming platform fully integrates Chongqing's tourism resources, relying on "digital culture and tourism" construction to form a promotional matrix that combines online and offline, tourism and cultural creativity, and live streaming with secondary creation, creating Chongqing's smart tourism "cloud business card."

Functional services: Based on a transmission backbone private network covering 40 district-level counties across the city, integrating 5G+AR/VR technology, and accessing scenic area live streaming sources, it employs a "large and small screen real-time slow live streaming + original immersive experience programs" approach. Through a media matrix of "TV large screen + mobile applications + video channels + Laidian APP," it promotes cultural and tourism attractions and serves travel needs, driving the digital and intelligent integrated development of the tourism industry.

2.6 Culture·Creative Chongqing

Seizing major opportunities in new technologies, new business formats, and new consumption, this initiative systematically plans and implements important platforms and specific measures to support the development of the city's cultural industry, constructing a systematic and chain-based ecosystem for cultural industry development. It fully implements specific requirements from relevant documents such as the "Opinions on Promoting the Implementation of the National Cultural Digitization Strategy" and the "Opinions on Accelerating the Construction of a Cultural Powerhouse in the New Era," focusing on developing applications in the digital culture domain.

Functional services: The "Culture·Creative Chongqing" application fully utilizes technologies such as big data deep analysis, intelligent tagging, blockchain, and artificial intelligence to aggregate relevant data from cultural enterprises across the city. It establishes digital applications for cultural enterprise profiling, professional perspective, industry supervision, park coordination, and performance evaluation, building a closed-loop system for the cultural industry featuring "unified collection, unified supervision, and unified release" through multi-departmental collaboration, thereby promoting the sustained and healthy development of the cultural industry.

2.7 Culture·Sound of Bayu

The "Culture·Sound of Bayu (Emergency Broadcasting)" project represents an iterative upgrade of the existing emergency broadcasting system. Addressing issues such as complex multi-departmental coordination in emergency broadcasting use, lack of digital monitoring means for emergency information dissemination effectiveness, and insufficient co-construction and sharing of educational resources, it designs four multi-scenario applications: monitoring of emergency broadcasting facility distribution and status, co-construction and sharing of educational service program content, automatic analysis and release of emergency information, and monitoring and evaluation of information release quality and effectiveness. Through innovative establishment of Chongqing's emergency broadcasting system management and usage mechanisms, construction of a multi-departmental closed-loop information release mechanism for emergency broadcasting, and creation of a public service quality and efficiency evaluation mechanism for emergency broadcasting, the project leverages the deep coverage advantages of China Broadcasting Network. 5G broadcasting can achieve multimedia public warnings through a combination of cellular and broadcasting networks, greatly improving timeliness [6]. After integration into the "large-scale comprehensive integration" urban governance system, it can effectively enhance the urban-rural governance capabilities of a mega-city that integrates large urban areas, large rural areas, large reservoir areas, and large mountainous areas, making management smarter, more efficient, and more precise.

Functional services: "5G+AI Integrated Video-Broadcasting + Drowning Prevention": When crowds enter areas near rivers or deep water zones, it triggers the emergency broadcasting warning device to deliver face-comparison broadcast reminders. "5G+AI Integrated Video-Broadcasting + Sharp Eyes Project": It combines emergency broadcasting, AI video monitoring, and sound pickers, utilizing the point-to-point喊话 function of emergency broadcasting to timely remind and persuade the public. "5G+AI Integrated Video-Broadcasting + Smart Tourism": It employs a smart tourism supervision platform to analyze tourism safety and crowd flow information for scenic spots, attractions, hotels, homestays, and rural tourism sites across the city, enabling early warning, control, and emergency response. "5G+AI Integrated Video-Broadcasting + Smart Cultural Heritage": It monitors conditions around key cultural heritage sites in real time, issues timely alerts, and records on-site videos.

2.8 Western Center of National Cultural Private Network

The Western Center of National Cultural Private Network capability platform aims to achieve cultural resource digitization, data sharing and exchange, support for cultural industry innovation, and public education and popularization by collecting, organizing, and analyzing culture-related data (such as cultural relic information and intangible cultural heritage). It establishes a cultural data service center to aggregate cultural big data information, providing cloud services for end-users in cultural production and consumption, and leverages the new broadcasting and television network to achieve interconnectivity, forming a secure and trustworthy closed-loop system for cultural production. Simultaneously, it advances the construction of a western cultural digital trading professional center, revitalizing public cultural data resource assets, promoting Chongqing to become a national cultural digital trading professional center in the western region, and establishing a cultural digital professional center providing services such as cultural data identification and resolution, cultural data management consulting, cultural data management and operation, and agency trading in the western region.

Functional services: Constructing the "Hundred Museums City" digital project by integrating Chongqing's historical and cultural resources and leveraging the technological, innovative, and dissemination capabilities of the "Chongqing Cloud Museum" platform in cultural relic digitization. Developing Light and Shadow Chongqing to showcase cultural and tourism characteristics, creating rich and diverse slow live streaming content centered on core elements such as natural scenery, human history, and modern urban landscapes. Building the Chongqing district and county platform as a comprehensive scenario application for "High-Quality Cultural Life," constructing a comprehensive, multi-functional online platform serving residents, enterprises, and government agencies to achieve rapid information flow, convenient service provision, and close community connections, while providing effective auxiliary means for government agencies to improve supervision quality and efficiency. Establishing a public electronic screen content supervision system to strengthen three management stages: pre-event risk warning, in-process dynamic monitoring, and post-event risk tracking for public electronic screen resources, enhancing supervision efficiency and accuracy, preventing and resolving public opinion risks, and coordinating with various district departments to promote the establishment of a public electronic screen content safety supervision work mechanism and other reform measures.

China Broadcasting Chongqing Corporation has collaborated with various departments to promote the implementation of Chongqing's cultural big data system and digital cultural application scenarios. Based on Chongqing's actual conditions, although certain achievements have been made in integrated media, high-definition video, and digital cultural application construction projects, there remains room for optimization in key technological research. For instance, aspects such as digital cultural content copyright protection, profit distribution, and content quality require further improvement [7]. In terms of culture-tourism integration, digital cultural application construction has promoted the digital transformation of the culture and tourism industry, enhanced the quality of culture and tourism services, and contributed to the high-quality development of Chongqing's cultural tourism.
